Meet the Team at Pearl Horizons

Vital Parangovskis

Director / Founder

I have worked within adult social care for over 15 years, starting my career as a Support Worker within learning disability services before progressing through a range of operational and leadership roles.

Originally qualifying as a Social Worker, I have always been passionate about supporting people to achieve the best possible quality of life for themselves. My hands-on experience has given me a strong understanding of both frontline care and the wider challenges involved in developing and managing high-quality support services.

I believe that good support should feel person-centred, practical, and respectful. My approach focuses on building positive relationships, understanding people as individuals, and creating services that genuinely help people feel safe, valued, and independent within their own homes and communities.

At Pearl Horizons, my aim is to develop services that combine high standards of care with a welcoming and realistic approach to everyday support – helping people build confidence, stability, and meaningful lives.

Jamie Ricketts

Operations and Practice Manager

I have spent the last 15 years working within adult social care, specialising in supporting people with learning disabilities, autism, complex needs, and behaviours that may challenge. A large part of my career has focused on Positive Behaviour Support (PBS), helping teams better understand the reasons behind behaviour and developing practical, person-centred approaches that improve quality of life.

Before moving into senior management roles, I worked as a Positive Behaviour Support Practitioner, writing detailed PBS support plans, training staff teams, and working directly alongside people and services to reduce restrictive practices and improve day-to-day support. I am also a qualified trainer and remain passionate about developing staff confidence, resilience, and consistency when supporting people with complex needs.

My experience includes managing specialist supported living and behaviour services, leading large teams, improving practice standards, and supporting services through highly complex situations. I strongly believe that the best support comes from understanding the individual properly, remaining calm and consistent, and building environments where people feel safe, respected, and listened to
